SANJAK AND AVNOJ CONSTITUTION OF
YUGOSLAVIA (1943-1945)
Abstract: Understanding of social-historical monthly processes after the April
War in 1941 and dismemberment of Yugoslavia assumes more thorough knowledge
of the confronted political and national perspectives even since 1918, when this
country was created, between two World Wars, and also their multidimensional
characters, since they determined in largely the war polarizations and
classifications. A heavy interwar legacy and a failure of tries to solve the piled
issues in the country influenced significantly onto the events and conflicts in the
area of the occupied Yugoslavia, and also in Sanjak, exposed to different political
visions and antagonisms. The antifascist, liberation struggle in 1941-1945 was
led by a Partisan Movement with the dominant role of the Communist Party of
Yugoslavia (KPJ). Vladimir Dedijer wrote that in 1941, a revolutionary war started
and „no one dreamed of what a character it would be.” It was also a civil war. It
destroyed the idea for this country to be restored in the form it was created in
1918. For its internal characteristics, it was a complex war, with numerous burdens
(national, religious and historical). Anti-Yugoslav powers are, until its end, more
numerous than Pro-Yugoslav. By the decision of the Federal arrangement of the
country brought at the Second Meeting of the Antifascist Council of the National
Liberation of Yugoslavia (AVNOJ) in Jajce, in 1943, the basic pillar of the former
Yugoslavia was negated: a country and national unitarism. The specifics of
„AVNOJ Federal formula” was expressed in the fact that in 1943 the Federal
Yugoslav State was formed, and then, in 1944, the members of the Federation
(Republics), also when their country’s antifascist councils were constituted into
the highest legal and executive representative bodies. The Decisions of AVNOJ
were of a framework and general character. The Federation was established, but
until the end, the certain forms of its Republics were not constituted related to
their borders, the position of some areas, the structure of the state members „as
unilateral or complex.” Earthly Antifascist Council of Sanjak (ZAVNOS) was
formed in November in 1943, in Pljevlja. At the end of the war, it disappeared
from the Federation construction as a political- territorial subject, with a division
of Sanjak between Serbia and Montenegro. A line of accompanying issues on
